To me, corruption is merely epiphenomenal. It&#039;s part of a bigger picture, which certainly has to do with the rule of law (although I don&#039;t put it in capital letters) and with institutions. It&#039;s less important what the law says than that the law be respected and enforced in a predictable fashion.
